Module Description: |
This module focuses on the recently reconfigured relationship between State and Community in Ireland. It critically explores some of the main characteristics of the changing institutional context of policy making in Ireland and their consequences for community development.

Historical Framework
Historical framework: overview of the emergence of community development in the Irish context, Muintir na Tíre, local social service council; Catholic Bishops Kilkenny Poverty Conferences and the first European Anti-Poverty Programme; Social Partnership (community and voluntary pillar).

Civil Society
Overview of the current literature on civil society: Fukuyuma (1995), Etzioni (1994) and Putnam (1993); civil society and active citizenship.

State-Community Relationship
Redefining the State/Community Relationship: changing conception of civil society; funding and the State; the Third Shift; Cooption; equalising initiatives (for example, the RAPID and Clár Programmes); ‘Entrepreneurial Governance' as well as ‘Separate’ and ‘Integrated Dependency’; the Local Government Reform Act (2014), the Alignment Process and Competitive Tendering.
