Legislation
legislation framework: international agreements; EU Directives and Regulations; Irish Acts, Regulations. Key areas: planning, environmental impact assessment, licensing, air pollution licences, air pollution licences, greenhouse gases, water management, waste management, packaging regulations. Chemicals regulation (REACH), interaction with safety legislation (major hazards), environmental liability, access to information.

Regulatory and voluntary approaches to policy measures
Operation of licensing under the Environmental Protection Agency. Emissions trading and greenhouse gases. Producer responsibility initiatives e.g packaging, waste electrical and electronic equipment, end of life vehicles, etc. Voluntary obligations, e.g. Reponsible Care (TM).

Waste management
Definition and classification of waste, hazardous and non-hazardous. Waste management practices. Transport of waste.

Formal management systems: environmental; energy
Drivers for and benefits of environmental management systems. Elements of an environmental
management system. Distinction between formal and certified systems. Requirements of ISO 14001.
Planning: policy, goals, objectives and targets. Performance indicators and improvement programmes. Requirements for indicators, types. Company level: absolute, ratio, relative, eco-efficiency. Correspondence with sustainable development indicators
Checking and management review. Critical factors for success. Application to energy management.
Significance of communication, monitoring & targeting. Performance profiles as a benchmark.

Auditing
Types of audit: compliance assessment, opportunity assessment. Methodology for compliance assessment. Developing audit protocols.
Example of assessing the adequacy of an environmental policy. Methodology for opportunity assessment in
a manufacturing or service application. Ecomapping and input-output analysis. Data gathering and
assessment. Pareto analysis. Root cause analysis. Sources of improvement suggestions. Classification of
improvements. Integration of improvement programmes with formal management systems. Case studies and exercises. Communications: introductory meeting, close-out meeting, reporting.

Hierarchies of prevention: process, product, system. Driving forces. Technical and organisational aspects of conducting a waste minimisation assessment of a process. Life cycle thinking. Examination of products. Reduction methodologies for processes, services and products. Methodologies to generate improvement options. Case studies. Exercises. Integration into formal management systems (environmental or quality). Application to selected sectors e.g. process: pharmachem; service: hospitality; product: electrical appliances.
