Module Description: This module explores the vast complex landscape in which the aviation industry operates, an industry that is subject to rigorous regulation and oversight. The requirement for compliance is paramount and must be treated as a partner to safety, its effective implementation impacting all activities of the industry. This module looks at the regulatory environment and how it can shape the aviation industry and its stakeholders.
 
Learning Outcomes
On successful completion of this module the learner will be able to:

LO1 Evaluate the effects of regulation on the aviation sector and the importance of its effective implementation.
LO2 Discuss the importance of a strong safety oriented culture and the benefits to the aviation sector and its stakeholders of an open, no-blame environment.
LO3 Critically evaluate the various levels of risks and threats that are present in the industry and the mitigation strategies that can be implemented, and how new mitigation strategies can be formed.
LO4 Evaluate the importance of collaborative relationships between culturally and geographically different stakeholders and the formation of partnerships to deliver objectives.
LO5 Critically discuss how advances in technology, processes and procedures are affecting the regulatory environment, and how change is driving a new way of forming and implementing regulations with specific reference to sustainability.

Indicative Content
Regulation formation and rule-making, airports and airlines, ICAO
Understand the methodology behind how and why regulations are implemented, updated and upheld. The distinction between airport and airline regulations and responsibility. Involvement of ICAO in designing, recommending and implementing regulations. The role of governance in aviation. Responsibility of domestic and international authorities. Compliance based vs performance based approach to regulation.
Safety culture and reporting
Just culture, investigating incidents and breaches, providing a platform for reporting infringements. Use of ICAO Annex 19. The contribution of reporting to air safety and the use of lessons learned. Management and analysis of data. Various types and levels of reporting, investigation of reports, development and importance of safety culture. Ethics (individual and corporate).
Managing risk and compliance:
The need for risk assessment, theories and models. Analysing different types of risk and the related mitigation strategies. Crisis plans and areas of control, response strategies. Evolution of risk and the effects of changing demographics and evolving business models. Impact of changing regulations. Interaction between states and governing bodies. The regulatory framework for security, impact of regulations on security,
Monitoring and oversight of regulations
Relationships with industry partners, creating and maintaining productive partnerships, methods of communication, delivering findings of investigations, process changes and regional adaptations. Jurisdiction and cultural differences and managing the relationships within. Ensuring effective oversight and safety assurance. Engagement and cooperation with service providers.
Changing regulatory requirements
Effects of technology on regulation and the evolving regulatory environment. Adapting regulatory environment for new sectors, drones, EVTOL’s and Advanced Air Mobility (AAM). Amending, adapting and redesigning of regulations for revised areas of focus. Addressing issues of increasing importance - environment, capacity, managing growth of aviation sector. Implications for infrastructure with new flight technology.
